Leadership at the San Bernardino Valley Water Conservation District reflects steady commitment and quiet skill. The Board of Directors, General Manager, and staff share a clear focus on protecting the Valley’s water, land, and community. Each decision is shaped by science, experience, and a respect for the region’s natural systems.

The District’s leaders value openness and accountability. Their work connects technical expertise with genuine care for the people and places that depend on these resources. From recharge operations to community engagement, their approach is deliberate, transparent, and grounded in long-term responsibility.

Betsy Miller

General Manager

Betsy Miller serves as General Manager of the San Bernardino Valley Water Conservation District, where her leadership integrates technical knowledge and a deep commitment to the craft of functional government to advance our region’s groundwater sustainability. Since becoming the District’s General Manager in 2022, she has guided a team dedicated to operational and environmental excellence. Under her leadership, the District has achieved record managed aquifer recharge while maintaining some of the lowest rates in California—combining sound science and fiscal responsibility to deliver the results our communities deserve.

With more than two decades of public service experience, including 17 years with the City of San Diego, Betsy brings expertise in natural resources management, policy implementation, and community and interagency collaboration. She holds a Bachelor of Science in Biology from Whitman College and a Master’s in Geography with a focus on Natural Resources Management from San Diego State University.

She serves on the Board of the National Habitat Conservation Planning Coalition and as an Assistant Editor for the Natural Areas Journal. Her past service includes board leadership with the Los Peñasquitos Lagoon Foundation and the Junior League of San Diego, along with nearly two decades of mentorship through Big Brothers Big Sisters of San Diego County.
